Boas shouldn't be bred until 3 years old at the earliest and that's only for large, robust females. Females should be at least five feet long, preferably longer. So she may not be ready for him just yet and that's why they aren't breeding, but it's very possible she was hungry and confused him with food and the new tank for her feed box.
