Default can i keep my rosy boa outside?

I live in Southern California, which is this species natural habitat. Is it safe/healthy to keep his tank on my balcony? There is a power source, so I can run the under mount heat pad, and top sun lamp, on a timer. The balcony also gets great natural sunlight all afternoon. Ive never heard of anyone keeping a snake outdoors, but seeing as it comes from here, it seems logical that he would be ok. Any ideas?

I would advise against it just because you cannot control the possibility of the suns rays on the enclosure and your Rosy will have no cool place to hide, thus the possibility of baking your pet is a real concern. The suns rays would magnify through acrylic, glass, plastic and even wood. No safe answer here except NO!
